1. Version and Approval Log

Version 2.35 – Approved by the USILACS Board of Regents on June 11, 2025.
This version is a comprehensive restatement and consolidation of institutional Terms and Conditions.


2. Nature of the Institution

United States Institute of Language and Clerical Studies, Inc. (“USILACS,” “we,” “us,” or “our”)
is a private 501(c)(3) religious educational institution operating in the State of Florida. USILACS:

  • Owns and operates www.usilacs.org and its associated online platforms.
  • Provides asynchronous online education programs and courses.
  • Provides trade education programs and short-format training intended to prepare students with theoretical and academic knowledge to assist in sitting for certain state, federal, or institutional certification examinations.
  • Provides education document apostille and legalization services.
  • Provides high-school equivalence examinations (HESEAP) and related services.

USILACS provides instruction focused on academic and “book knowledge.” USILACS does not provide hands-on
trade skills training, on-the-job apprenticeships, or practical worksite experience. Any such requirements
remain the responsibility of the student and any applicable employer, licensing body, or apprenticeship sponsor.

By accessing or using any portion of the Services, you agree to be bound by these Terms.
If you do not agree, you must not use the Services.


3. Non-Discrimination Policy

USILACS does not discriminate on the basis of race, color, national origin, ethnicity, age, sex,
disability, marital status, or any other status protected by applicable law. All admissions,
enrollment, suspension, administrative withdrawal, and academic decisions are applied uniformly
and in a nondiscriminatory manner consistent with applicable law and institutional policy.


4. Authority of the USILACS Board of Regents

As a private religious institution, USILACS is governed by its Board of Regents (“BOR”). The BOR retains
full, exclusive, and final authority over admissions decisions, continuation or discontinuation of enrollment,
institutional policies, and administrative withdrawals. The BOR may exercise this authority whenever, in its
sole and reasonable discretion, it determines that such action is necessary to preserve the integrity,
safety, reputation, or orderly operation of the institution and its community.


5. Asynchronous Academic Model and Administrative Withdrawal

USILACS operates an asynchronous online academic model that requires independent, self-paced participation
within published deadlines and professional, respectful interaction with faculty and staff.

Due to this format, the Services do not support repeated or prolonged challenges to individual exam questions,
quiz items, grading decisions, or course design, nor do they support adversarial, disruptive, or harassing
communication patterns with faculty, staff, or administration.

If, in the judgment of USILACS, a student’s expectations, conduct, or manner of interaction is incompatible
with the asynchronous model, creates undue administrative burden, or interferes with the effective operation
of the institution, USILACS may administratively withdraw the student.

When an administrative withdrawal is initiated under this section, USILACS will refund 100% of tuition paid
for the applicable enrollment period and may provide a letter of attendance or similar documentation.

The following amounts are strictly non-refundable: HESEAP fees, application and admission fees,
apostille and legalization service fees, exam retake fees, and administrative document fees.


6. Tuition Refunds and Non-Refundable Fees

Tuition refunds are available only when:

  • Fewer than 30 days have passed since enrollment; and
  • No educational documents have been prepared, printed, shipped, or delivered.

The following fees are non-refundable: HESEAP fees, application/admission fees, apostille/legalization fees,
exam retake fees, certified-copy or replacement document fees, and all administrative or processing fees.


7. Financial Obligations, Suspension, and Document Release

Students on payment plans must remain current. Accounts more than 30 days past due may result in suspension of access.
Continued non-payment may result in administrative withdrawal.

USILACS will not release transcripts, diplomas, certificates, or any certified educational documents until
all financial obligations are satisfied in full.


8. Privacy and Electronic Communications

Use of the Services constitutes acceptance of the USILACS Privacy Policy. You consent to receive electronic
communications from USILACS.


9. User Accounts and Security

You are responsible for maintaining the confidentiality of your account credentials. USILACS may terminate
accounts or refuse service where necessary.


10. Children and Minor Students

USILACS does not knowingly collect personal information from children under 13. Students under 18 require
parental or legal-guardian consent.


11. Third-Party Websites and Services

The Site may contain links to third-party websites. USILACS is not responsible for the content or practices of these sites.


12. Intellectual Property and License

All content on the Site is the property of USILACS or its licensors. You are granted a limited, personal-use license only.


13. International Users

Users outside the United States are responsible for compliance with local laws.


14. Indemnification

You agree to indemnify and hold harmless USILACS and its officers, employees, and agents from any claims
arising from your use of the Services or violation of these Terms.


15. Class Action Waiver

All claims must be brought individually. Class and representative actions are not permitted.


16. Liability Disclaimer

The Services are provided “as-is” without warranties. USILACS is not liable for indirect or consequential damages.


17. Accreditation and Acceptance of Educational Documents

USILACS makes no guarantee regarding accreditation or recognition of credentials by third parties. Students must verify
acceptance requirements with external institutions, employers, or licensing bodies.


18. Trade Education Programs and Certification Examinations

Trade programs provide academic, theoretical “book knowledge” only. USILACS does not provide hands-on training,
apprenticeships, supervised practice, or on-the-job experience. Participation in a USILACS trade program does not
satisfy any apprenticeship or practical requirement imposed by any licensing authority.

USILACS does not guarantee that any student will pass any state, federal, or institutional certification examination.
Students must verify all requirements with the relevant licensing or certification authorities and are solely responsible
for obtaining any required hands-on training or apprenticeships.


19. Apostille and Legalization Services

Apostille and legalization timelines depend on government agencies. USILACS is not responsible for government delays,
denials, or changes in procedure.


20. Examinations and Retakes

Exams are timed (90 minutes). A passing score is 55%. Technical issues on the student’s side are not the responsibility
of USILACS. Retake fees apply.


21. Changes to Student Information

Students must promptly notify the Registrar’s Office of any change in name or contact information.


22. Changes to These Terms

USILACS may revise these Terms at any time. The most current version supersedes all previous versions. Continued use
of the Services signifies acceptance.
